Hello all!
My setup:
Windows XP
MAMEWAH 1.62
I boot directly into MAMEWAH without loading the Windows XP interface (usually to get to the Windows shell, i hit CTRL+ALT+DEL and launch explorer.exe).
What I've done:
I unplugged my IPAC4 and booted the computer (obviously not knowing the consequences).

Let me guess, you are using a usb keyboard?
Or plugging the keyboard into the ipac?
Get a regular ps2 keyboard and try that first.
If you still can't get into windows, when booting (as soon as your bios screen clears)
Press f8 to get to the boot menu and select safe mode.

Nope, it's a regular PS/2 keyboard. I've tried it plugged in through the IPAC, and also plugged directly into the computer. I've tried booting into safe mode, but no luck there either. I thought about running the Windows Recovery Console, but that might do more harm than good. =(

Hmmm sounds odd that XP won't see your ps2 keyboard when its plugged in directly yet it works in the BIOS....
I think you are going to have to be able to run explorer.exe to solve this one. I would recommend booting to safe mode as this should boot to the desktop.
"last known good" may be worth a try too.

Unplugging a PS2 device while the machine is on can technically cause a short, even though most motherboards, especially newer motherboards, are protected against this sort of thing.
You did all this troubleshooting with the IPAC disconnected, right?
What happens if you plug the IPAC back in, but with no keyboard attached? Does the IPAC work?
You said you're using a PS/2 keyboard.. Is the IPAC USB or PS2?
Does a USB keyboard work?
It works in the BIOS, you say. How do you know? Did you go into the BIOS and mess around, or are you assuming it works because it doesn't beep during the POST?
Just some things to check...

Well, I was able to get it to work when I unplugged my TV from the video card and hooked up a PC Monitor instead. Go figure.
