Happy Turkey Day from Hawai`i!

I would suggest moving the start and coin buttons to be directly above the player's area. This will clear up some room that you can move everything else up to the top. Also that joystick right over your trackball will severely limit the games you can play with it, as bowling/golf games require a BIG swing.
Here is my CP.

Interesting, I'll try to build a few more visio files, and move some of the joysticks over, away from the trackball. I never even thought of it hampering the swing of the trackball. Thanks for the tip. :) As for the player buttons, I sorta like them at the top... so I'll probably leave them there. I do have a question for your panel, how wide is your panel? My dimensions are something like 19" by 48".

I suggest you to move the trackball buttons to the side. They will result uncomfortable when you play.... just give it a try and you'll now what i'm talking about..
This is how you have it:

It is 48'' by 22''. I suggest that instead of having dedicated buttons for the trackball, just use the ones from p1 or p2 for mame, and then make some of the admin buttons for mame the mouse buttons. My trackball buttons are the two black ones all the way at the top, one of them is pause and the other escape in mame, but they act as regular mouse buttons if i need an emu that needs them or when i am navigating windows.
