I just fixed my scrolling thanks to the help of all of you.
Now i need to install the drivers and all that good stuff for arcade vga. When the computer boots up the welcome screen colors look very off and so does the desktop. After installing the drivers will that look better? Also it says an error. something about it cant find the ati control center. Anyways, what is the best way to install the drivers. (safe mode??) Thanks,

what did you have installed previous to your placing the arcadeVGA in?
was it an Nvidia card,another ATI card?
did you propery remove all traces or the previous drivers before installing the arcadeVGA?

I had an radeon 9200 (ati). I didnt uninstall anything. i just popped that card out and put the arcade vga one in. please reply,

ps: i went into safe mode and tried to install the drivers, but it said that there was no ati driver installed.

You needed to completely uninstall the previous drivers anytime you change cards regardless of the type. ArcadevGA or not. you can usually get away without doing it but the arcade VGA is very sensitive to this and will not..
shut down and put the old cardback in:
go to my start, settings,control panel,system,hardware,device manager..
go to display adapter and right click on the card and disable it.
do not restart when prompted.
go to start, settings,control panel, add remove programs and remove any installed ATI software & drivers
reboot
go here and get the removal ATI driver removal tool
http://www.ati.com/support/drivers/misc/catalystutils.html
run it and do not reboot when prompted..
go to start and shutdown.
remove the old card.
install the arcadeVGA
start
install the drivers from the ultimark disk..
..theres a chance you hosed your registry just like i did, ,if the above steps dont work you will likely need to reinstall windows :(

I switched to arcadevga on two different computers without uninstalling my old drivers and I never had any issues at all. ???

this problem has been hauntung me for awhile..
if i try to install an arcade VGA on one of my machines here it says that the card installed does not match the drivers i am attempting to install and i get a code 10: device will not start..
this is caused by vestiges in the registry or some kind of hardware abstraction layer problem from what i can tell, as the only way to make it go away was to reinstall my OS.
