Title: Toshiba TV question

Since arcade monitors are so similar to tv's, I thought perhaps one of you monitor specialists could help me.  The picture is from a toshiba 30" tv that stopped working this morning.  It just went from a good picture to nothing.  I opened it up and found a blown fuse that goes in the slot to the top of the picture.  
Additionally, there is this capacitor looking thing.   It has what looks like molten marshmallow oozing out of it.  This can't be normal.  Is this thing a capacitor?  There are no #'s on it like a capacitor (1000uf 25v for example).
Could this be the cause of the burnt fuse?

can't see the fuse--of course i could be blind as well --but the marshmellow goo is just glue used to components from wiggling around with transportation etc.  did you here any pops, fizzes etc?  what about smells--smell like anything die in there?

Do you see any obviously failed components--caps with domed lids or clear/semi-clear goo around them like it was spilling from the bottom?  when you power it--does it do anything at all?

Just thought we'd start there--i had a toshiba 27" that lost the picture and it was one failed 10uF cap--had a circiular ring of goo around it so it was an easy fix.

I took the fuse out. The fuse holder is right above the biggest cap in the picture, kind of obscured by that black wire.

It looks like the white goo came out of that component.  It came out of the top and ran down the side.

When it died there was nothing audible.  No pops, and no smells.  I can't smell anything burnt on the chassis.  

I don't see anything out of the ordinary on any other components.  It was a 1.6A 125V fuse that blew, and nothing around that looks suspicious.

If I try to power it up, I hear a relay perhaps?  There is no glow.
