If you have a Happ super and a Ms. Pac-Man reunion stick you can just swap the handles to either get a shorty balltop 8-way or a true 4-way with a long bat top.
I just tried it, it works fine. I might swap out my Wico for one of these just to match my other 2 sticks.

Edit. It only works one way, You can make the bat top 4-way, but you can't make the ball top 8-way, it doesn't work no matter how you swap parts around.

What is the maximum thickness you can install a Ms. Pac-Man reunion joystick?
I was thinking about routing to 1/8" (or thicker if possible) + the 1/8" plexiglass = 1/4"

Maximum thickness is METAL. And you won't want to use plexi with one of these either. The shaft is incredibly super short.

If you were using the longer handle from the Super would you be able to bottom mount the PacMan stick?

If you use a super handle you can mount it normally in a wood panel. A Reunion stick is essentially a true 4-way super with a different handle. That is why you can swap the handle.

Does this last sentence mean that I could use a Wico leaf balltop in place of the short Ms. Pac reunion stick (to get a more reasonable height through a wood cp)?

No, Wico handles don't fit happ bases, the shaft is the wrong diameter.
