I think it is just a rotary joystick

It's not a true rotary.
It's a Xybots stick.

The true rotary sticks will spin in a circle, much like a spinner.
Xybots used a twist stick on the dedicated machines that let you turn 90 degrees left or right by twisting the stick far enough to hit the switches on the add-on card.
It will only go far enough to hit those switches.
That gives you a 3-axis digital stick.

I thought I read that they also return to the center (the twisting I mean) using a spring.  Is that correct or does it just use the leafs on the switches to ping it back?

I'm not sure WHAT makes them return to center, but they do.

Yeah, there's a spring.  You just can't see it, 'cause it's internal.

Correct. A single spring, located on the back side of the left/right turn switch plate returns the handle to center.

Oops. Not internal- my bad.  That's what I get for posting without actually going and taking a look.  :-[
