I've got two Targus (4-port) USB Hubs in my control panel, to which I've connected several controls (trackball, spinner, USB rotary hacks)...everything works fine if the computer is alreay up and running.
However, once the computer is powered off and on again...I've got to unplug and plug back in each and every usb cable in order for the individual controls to be recognized. I'm using WinXP Pro.
Am I missing something?

My Dell computer at work does the same thing with my USB removable hard drive.
If I plug it in after the computer is up and running, it works fine. If I plug it in and then boot up the computer, the drive isn't seen unless I unplug and replug it.
I've never found a solution.
If you're using an unpowered hub, you might want to try using a powered hub to see if it makes any difference.

This particular hub (above) does have a seperate power supply (sold seperately as well). Does anyone know if they would really make a difference?
Sounds reasonable enough, but I'd like to know before spending the extra cash.
