Yes, a herringbone is a good indicator that you may have a grounding problem.  But before doing anything too extreme, have you tried different resolutions and refresh rates?  Are you using the same video card from the old PC, or a different one?

Also double check the ground wires and in the vga cable you made.  Assuming you are using an arcade monitor with your PC, make sure you have all the ground wires tied together as described here:

Hey Oscar,
Thanks for the info.

I'm still using the same video card (ArcadeVGA), and I'm using the same settings and resolutions that I was before, but I get the herringbone distortion with ever resolution I try.  I get the distortion as soon as I turn on the monitor

I also double checked my VGA cable I made to connect my ArcadeVGA card to my arcade monitor, and everything is grounded and nice and clean.
