Title: ATI Radeon 7500 Video Card is this a good price?

I"m about to use the BUY IT NOW option on ebay. Do you guys think this is a good price?

ATI Radeon 7500 Video Card S-Video DVI CRT 64MB DDR NEW  $42.00

OR should i get the 7000 VE for $22?

I"ll be hooking my computer to a Toshiba 27" though s-vid.

I'd get the $22 card.  Unless you're going to go all the way up to a DVI HD conection, then there's no point in going beyond 7000 series, for emulation.

So either way as long as it is made by ATI it will have the same s-video quality as even higher model ATI cards?

If it uses the same video output components, yes.
