I have been racking my brain to remember the name of an arcade game I played in the early 90's.
I only ever saw it in the arcades on military bases so I don't know if it was very widespread, but
you had a jet and during at least one level you had to attack this fleet of ships on the ocean. The point of
view was sort of similar to gyrus I think in that you were in this really long dive with the ships looming ever larger. And there was tons of flack and fighters that you had to fight through before being able to hit the ships. I remember loving that game, but I can't remember the name so I have no idea if it's even emulated or what.
If anyone can identify this game you'll be my personal hero!

The second level of Ajax is like that.
It starts out as a top-down scroller with a helicopter. Then the second level you're in a jet flying down at a ship in the ocean like you described.
