Nice name, I love 3EB.

Get Illustrator or Photoshop and go to down designing your artwork.

check the artwork forum.

Basically someone takes some editting software (like photoshop, paint shop, illustrator) and makes their own art.
To get it printed most people will take the file to a professional printers (like a sign printer) or kinkos.
There are places where oyu can buy artwork too.

I just downloaded the TRYOUT version of the lastest Adobe Photoshop and went to town. You can use it free for 30 days.  I knew absolutely nothing about AP, but after messing around for a couple of hours I was able to do some pretty cool stuff. You should try that and see what you can come up with...

If oyu can;t afford photoshop look at photoshop elements.  It's like $80-$90.  however it doesn;t have everything photoshop has.  For details goto the adobe's website.

You could always download your favorite trial software then get the crack for it @ www.astakiller.com or http://crackspider.net

Make sure your virus/spyware definitions are up-to-date

Save your $80 for the cabinet :)

(I have a feeling I'm going to get flamed for this post)
