Title: how do I create thumbnail photos for web page?

I thought I would try to put together a web page of my latest cab.  But, how do I make those thumbnail pics that you click on to open the full sized pic?  I assume a program like photoshop would do it, which I don't have.  But WinXP can be set to show thumbnails when browsing folders, so it must be something simple I can do w/o buying an expensive program?

I personally like Fookes Software (haven't used THIS software, but I've used other from them, good stuff) but I have Photoshop, so I resize for web with that.

Does your web host support scrpting, like cgi or php?  There's script out there where all you have to do is put the pics in a folder and it will automatically thumbnail and gallery that folder.

front page does it too which is all i used. but then people tell me frontpage isnt that great and to use dream weaver. but front page suited me because its much like Word.
