Title: How to confirm correct scan frequency?

Is there a way to test a video card to see if it is outputting the correct (or desired) horizontal scan frequency?

But other than that, if you're talking PC monitor rates, find a good advanced VGA monitor with on screen text/menus that will report the refresh rate it detects.

If you're talking TV/Arcade monitor outputs, pretty much if the horizontal is outside the range of about 15.6 KHz and 15.8 KHz it simply wont display or will have huge horizontal scroll, or will shut down the monitor for protection.
