I'm pretty sure at least one version of the neo-geo multi boards has the warning on it. I don't think the bios that is for the current version of mame is the same one though.
One thing I do know for sure is that the neogeo machine accross the street from me, with metal slug 2 and puzzle bobble, deffinitly has the message.

I know it's at the start of WWF Superstars, I had to run the game to find out the guys name though (William S.Sessions).

I wasn't sure about Sessions, but I know it was on NARC, because it was ironic that NARC was a relatively violent game for it's time, yet was concerned about kids drug use.
I may be jumping the gun a bit, but I guess since I answered it, the next question is mine.

It was a Nissan 280z...owned by one of the designers (Bill Adams, George Gomez, or Tom Leon) don't know which?!?!

According to Supercade, the car in the game is called the G-6155 Interceptor, which was modelled on designer George Gomez' 1983 Camero Z-28.

They went by the aliases of Spike and Hammer.

The nickname of the helicopter was "The Mad Bomber" or "Master Of The Sky".
The other enemies are:
Tire Slashers = "Switchblade" or "Never To Be Trusted"
Armored Cars = "The Road Lord" or "Bulletproof Bully"
Limousines = "The Enforcer" or "Double Barrel Action"

I know it is late, too bad I didn't see it but the back of my double dragon II manual says if the game doesn't have the Winners screen then it is a bootleg :)
Gamefreak is right, Hammer and Spike which the international names, Billy and Jimmy are the Japanese names that the story line used. The gang in Double Dragon was the Black Warriors.
The Kanji characters in the title screen are (in order): 'Sou' (Twin) 'Setsu' (also pronounced 'Sai') and 'Ryuu' (Dragon). Sou-Ryuu is another title for this game
Most of the character were named after "Enter the Dragon" movie with Bruce Lee.
Yeah, you can read alot of the trivia from klov and the history.dat :)
I should find a JAMMA cabinet and hookup my ddragon 1 and 2 board to see which versions I have :) I probably have the US international versions.
