OK so i just bought this :

do i just connect the Harnees to the board or do i have to solder anything?

Well, I'm not positive about possible differences in the harness between Tekken and Tekken3 but it appears that you should just be able to hook the Tekken JAMMA board into your cabinet, assuming it's wired with a JAMMA harness.
I can't really tell from the picture but you'll probably need to connect the Player 1 and 2 wires from your cabinet's JAMMA harness to the player 1 & 2 controls, and connect the "kick" harnesses (for the extra buttons) directly to the Tekken board.
Nothing will get soldered to the Tekken board but you may need to do some soldering/splicing of wires in your JAMMA wiring harness. It all depends on what your current cabs JAMMA harness like.
I'm sure it will be pretty obvious what you need to do when you get all the parts together in one place.
Oh, and I'm not totally sure about the resolution requirements for Tekken. Depending on your arcade monitor (low/med/hi resolution) this may be a problem. I'll leave this one for someone more experienced with Tekken to answer.

Krick hit the nail on the head. You will need to wait until you have the cab, the control panel, and PCB all at the same place.
Do you know if the monitor is compatible? Will the control panel fit?
If it's a JAMMA cab and if the monitor will work (correct resolution), then it is a simple matter of wiring the buttons from the JAMMA harness and the Kick harness (additional buttons outside of JAMMA std).
The wiring might look a bit messy from the pics, so you may want to put in a new JAMMA harness, etc. But it would likely be personal prefference vs usability.
Other than the CP size and monitor resolution requirements it should be a piece of cake.

I know for a fact Tekken 1, 2, 3 and Tag are all 15Khz, Low resolution games that run at 512x240 resolution.
3 and Tag allow you to run interlaced, which is still 15Khz Low Res, and runs at 512x480 resolution.
All Tekken releases are definately JAMMA. The JAMMA harness and Kick harness all look in place. Should just plug straight in (small picture, for forgive me if I am wrong). If your JAMMA harness isn't keyed, make sure you put i on the right way not to damage the tekken board. Pin 1 on harness to Pin 1 on PCB....
From the pic, it only appears you'll have to wire the power supply.
All other wiring looks fine to me.
Tekken tag would not run on this you don't have the tag button (JAMMA button 3).

i know , thnx man for the help with the monitor. Hopefully i wont have to do any soldering at all. MY cab is Jamma and the guy ust said it would Play Tekken 3. So hopefully hes right :)

yeah itll work , its standard resolution
