I'm sure this has been addressed, but I can't find the thread.  What's the trick?

To run NeoGeo games in MAME, you need the NeoGeo Bios: neogeo.zip

It is a rom so you put it in your roms directory.  Since it is a rom, I cannot help you locate it.
