Title: high pitched whine when arcade monitor switched on

My monitor / tube is a mysterious "rodo" / videocolor combo and, besides the fact that I can't find any information on the monitor board anywhere seems to be ok.

When I switch it on there is a high pitch whine for a few minutes. Is this normal?
