Just curious,
Would it be legal to sell an arcade cabinet with roms obtained from STARROMS? I would think that the licensing for the rom or roms would probably only cover one copy of the rom, so I'd imagine that you would have to give the license with the rom?

Try checking the StarRoms FAQ:
Can I give or sell the ROMs I license from StarROMs to someone else?
The licenses that StarROMs grants are non-transferable. They can not be sold or given away to someone else. This allows StarROMs to retain an up to date and accurate database of licensees.

One way is to ask the buyer of the cab what atari games he wants. And then take the cost of the roms out of the final selling price of the cab.

Just looking at the site I see no problem with you and the buyer agreeing on using his info to set up a account. And then the roms are in his name.

I verified with StarRoms in email that this is true, so long as you buy the roms using the buyer's name, on thier behalf.
If you don't know thier name, that wouldn't work.

One of the founders of StarRoms said this:
"We're also starting to work with some folks who are selling MAME cabinets who want to provide their customers roms legally. These customers are spending big money and they deserve to get something that's fully legitimate rather than pirated."

so I would think you could, but you might want to verify with them first.
