i used the RBMAME program and it did whatever it does to the neogeo files that changed in the last version of mame, and it spit out the roms but theyre in folders, do i have to rezip them? mame wont read them as folders

just run clrmame. It handles everything. GREAT rom management tool!
I ALWAYS run it on new versions. It fixes a TON of roms without needing to redownload (because of rename or moving roms from parent / child / whatever)
Anyway, it rebuilds it completely for you.

I ran ClrMame and I got a couple missing BIOS indications in the scan results, as well as an inability to change names that needed changing. I don't know what to do about it but I've given up for the time being

I've run into the same issues with ClrMame and the last few Mame releases. I don't know why it fails to fix these; I ended up fixing them by hand (renaming the troublesome ones and adding whatever roms to the zips as needed). After manually fixing, the rom sets all check out fine with ClrMame.
Odd.
