I had a marquee done a customarcadegraphics.com......It's a custom marquee (looks similar to the "Blue Moon" one...blue/purpleish grid, etc.)
Anyway, I have a small under desk flourecent light. I've put aluminum foil in front of the light, so it's not 'direct' light against the marquee. I've sandwiched the marquee between two pieces of plexi....AND I've put 40% custom window tint between the marquee and the back plexi.
But STILL the maquee looks washed out with the light on. Is it my marquee graphics design? Is it the type of light? Did I do somethin else wrong?
If anybody has experince with this, I'd appriciate a bit of guidance!

Get rid of that tint and get something that's transluscent white between the marquee and the light fixture. Try a couple of sheets of HP brite white computer printer paper.

Ken is right... you need something to act as a diffuser for the light. If not you could try using a black light instead of a flourecent light, this is what I'm using and it looks awesome with my particular marquee.

Isn't a black light supposed to be really hard on the marquee or is that just a myth?
