Title: Daytona USA Twin Aracde Monitor issue

Hi,
I have q Sega Daytona Twin sit down arcade game. the monitor number (from the manual) is 2001-5187-15.
The issue I am experiencing is that on one of the monitors it only displays in a horizontal line about one inch high
for the entire width of the monitor in the center of the screen.  Is this a monitor issue or a board issue?
I have attached a picture of the monitor in distress.

That's a board issue for sure.
