Alrighty, here we go.... next problem I can't figure out after hours researching and reaching dead ends:
Everytime I launch a ROM, my mame.ini file resets to it's default values. So, I make the changes, launch a ROM, and after I escape out, the mame.ini is back to it's default values and all the changes I made are gone.
I then re-installed all of MAME again, and it's still doing it.
Anyone have any ideas? It's probly something obvious I'm missing.
Thanks in advance.

So what your saying is you manually edit mame.ini in notepad or something like that. Save it. Run eg mame block, then escape and it returns to default settings?
Mame shouldn't be able to modify what's in mame.ini. I just tried it then by changing from
window 0
hwstretch 1
to
window 1
hwstretch 0
Saved it and ran mame block
worked fine.

Yeah, that's what's happening.
OK, so if MAME can't edit it, then something weird is happening then.
Yeah, I'm saving it, but something keeps changing it back to default, like I just installed it.

Mame shouldn't be able to modify what's in mame.ini.
How very wrong that statement is. Mame can change the values in that, where do you think that ini file came from in the first place.
Why mame is overwriting witht he defaults, I have no clue though. It shouldn;t be.
Is the exe "mame.exe" or is it a different exe like "mamepp.exe"?

It's mame.exe
I've been doing a lot of testing, and I'm now 100% positive that SOMETHING is rewriting mame.ini to it's original values everytime I run a ROM.

I would say check to see if your .INI file is set to "read only" but if that were the case it wouldn't let you save to it. ???

This might be kind of a silly suggestion, but make sure you're not running mame.exe with a -cc or -createconfig command-line parameter.

Are you running a front end that edits the mame.ini? None of the ones aroudn here do it, but more windowsie one's like emu loader probably do.

Monst definately, I am sir....
Just figured out that mamemenu holds all those values in itself and rewrites the mame.ini file everytime it executes a ROM.
Thanks for everyone's help!
Mystery solved..... and it would have gotten away with it too if it wasn't for you pesky MAMERS!

And see there's your problem right there, never run a fe that isn't byoac tested and approved. It's like wearing a condom with a hole in it. ;)
