Title: Rowe WRA-200 wallbox relay chatters

I recently picked up an untested WRA-200 wallbox. When I apply 25V to the wallbox the motor brake relay chatters. If I rotate the selection motor by hand to the home position the chattering stops. The credit unit does advance credits but the selection buttons do not activate.
I would appreciate it if anyone could steer me to a possible cause for this malfunction.
