Title: Potentiometer

What would cause a pot to range from 0.00 - 3.55 instead of 0.00 - 5.00 volts? Is it because it's 270 degrees?

potentiometers are normally rated for resistance not voltage as such. Of course, they can be used to adjust voltage and often are.

Only turning it 71% of the full range would cause that.

If you need to use that pot because pots with smaller ranges of motion are are hard to find, either try calibrating it in Windows or look into what Le Chuck did here (http://forum.arcadecontrols.com/index.php/topic,117874.msg1258526.html#msg1258526) to mod his Star Wars Micro build yoke pots with conductive ink.
