Hopefully I've got the right rubric.
I bought an Arcade VGA 5000 for my MAME system with Win 10 and MAME UI 64.149. After installing the drivers, I could not address the multisync monitor (ViewSonic G810) connected via the VGA socket. Error message: Out of Range. After a long search I found that the VGA output was driven with 30Hz line frequency. With the AMD / ATI program I was able to switch to 50Hz or 60Hz and got a picture. When I run MAME, I still get the error message “Out of Range” from the VGA monitor. A manual change of the refresh rate does not succeed, the program always jumps to "auto". So it probably always sends 30Hz signals.
Is anyone able to help me?
Thank you very much!

uhm... you know an arcade VGA is specially made to output video conducive to arcade monitors right? like, if you just driving a plain old VGA computer monitor you don't need it.

Thanks for your help!
But in the description of that grafic card there is a table for 15khz and for 31khz Monitors with different typical resolutions and refresh rates for MAME. My multisync monitor can display 31khz (and higher), thats why I thought, that it would work with that card. I want to use different (and special) low resolutions and low refresh rates (50Hz, 53Hz, 55Hz...). For that reason I thought, that this special card would produce these signals (also for a "normal" VGA Monitor).

How can I change to 31kHz with TriSync?

It's been over a decade since I've set that up, but you should just use a 31 kHz resolution like 640x480 and the monitor will switch instead of using interlacing.
