Running a core i5 and Radeon 5450 through a 15 khz crt. The input lag is terrible. All my games run with less lag on my phone with mame. Any suggestions?

I had nothing but trouble with one of those cards myself- on a few systems.
Get yourself a little verbose detail of your issue and Calamity would be sure to chime in.

Mmh...that tone. Smells kinda like a shmupper troll. Those people in majority trust clown software like ShmupArch and can't brain enough to configure Groovy, it's too homo sapiens for the shmups monkes!

Lol I know you always thought I was one of those. Tsk tsk, you know nothing Calamity Snow. :P
Anyway to be fair the 'shmups community' doesnt really exist anymore, during these past two years it's finished splitting into several entities, the largest being on shitscords or twatter.
At ye olde shmups forums, well, the real worst guys don't even go there anymore, and it's become more like a slightly more crowded BYOAC now.
You could probably go back there yourself and actually have decent conversations now lol.
Anyway yes there is and actual style and tone relatively easy to identify from the worst bunch of them, because it's born from the defunct 4chan thread.

While I can understand the Twitter thing to a point, it's truly surprising that the people (even the old ones) are preferring Discord to the old good forum format. Is it even known what Discord installs in your system every time you visit it?

1.- Download the D3D9ex build (the one you're using is D3D9, not 9-ex).
2.- Enable frame delay (<--- this is the key)
For your own convenience you should replace that old version with a new one (update roms if necessary), because now there's a frame delay ui slider that makes things a lot easier.
