Title: Screen Tearing GroovyMAME .224 on K7000 monitor? Not using Super Resolutions

Hey guys, I have a GroovyMAME build with Windows 7 on an i5 6500 PC running CRTEmuTools and an ATI HD5450 VGA card.  Interfacing to controls and monitor using an Ultimarc JPAC. It works perfectly, mostly.  But regardless of the frame delay I use, I get screen tearing on most games.  The recommended fix of adjusting VSync Offset appears to have no effect at all-- the position of the tear sometimes moves depending on the game, sometimes it moves
(scrolls slowly down the screen) during the gameplay itself.

I have heard that some cards struggle with super resolutions and will tear frames, but Im not using super resolutions, just native ones.   Could it be related to some other option in the .ini or even CRTEmuTools or Direct X version?  Is a certain CRTEmuTools version better for HD5450 / Win 7 setup than other versions?  I can check the version I have and post here if it helps.

What would be some things I could check?  Any help is greatly appreciated.

I'm sure a log file at least is mandatory in a case like this.
