Title: Just not happening. HELP!

Well after a frustrating day with my just arrived computer I am asking for advice.
I'm not really sure what the problem is but this is the story so far.
New computer arrived and I have installed WinXPhome.
Downloaded MAME32 and Roms (can't seem to get rom path to save).
Main problem is ArcadeVGA I think. I can't download the drivers I just get an error. When I plug my PC monitor into ArcadeVGA I get nothing. When I plug my PC monitor into normal video outlet I get nothing if the ArcadeVGA card is still installed but when I take it out I get n9ormal display. When I plug my arcade monitor into ArcadeVGA via video amp, I get windows start up and then everything shuts down and it tries again and I get start up again and it shuts down again.
Also I have no sound, do I have to install sound with onboard sound???
Man this is just really confusing at the moment. Any help much appreciated.

OK so I started the PC in safe mode hooked up to the ArcadeVGA and Arcade Monitor and managed to install the drivers for the ArcadeVGA and the ATI control panel ( not sure what that is ).
Wahoo I now have a picture on the arcade monitor and even managed to play a game. However the colours are just horrible and I cant read the text in Windows. I know this is probably really basic stuff but what am I doing wrong?

i never used one but from hearing people talk about it... what resolution are you running? i think 480x??? is what youre supposed to use.. im not really sure though. try running a really low res and maybe lower the color settings?

Enable Auto-Panning in Windows XP and 2000.

Click Display, Properties, Advanced, Displays. Click on the active (top left) Monitor heading. In the "Max Resolution" drop-down, select "648 X 288". The desktop will now be a clear non-interlaced display, which auto-pans up and down. If you wish, click on the ATI taskbar icon and increase the desktop resolution to 800 X 600 or 1024 X 768. To turn off auto-pan, select 640 X 480 in the "Max Resolution" drop down box, as above.
