Installed CRT Emu and groovy Mame. I'm still getting a 31 khz signal output from my PC. How can I force the resolution and refresh rate to 15khz so it will work on my Arcade monitor?

Follow the guide: http://geedorah.com/eiusdemmodi/forum/viewtopic.php?id=301
If you have followed the guide to the letter, and you're still having trouble, please post again. Make sure to say exactly which step you got up to, and what happened or goes wrong.

After I install the CRT Emu driver VMaker doesn't detect my video card. If I install stock catalyst it recognizes it but won't do 15khz.

There are five different versions of the current crt_emudriver build. All can be downloaded from this page: http://geedorah.com/eiusdemmodi/forum/viewtopic.php?id=295
Read the lists carefully, and make sure your card and OS are supported. In theory either the Crimson 16.2.1 non-GCN or the Catalyst 12.6 versions should work for your card on Windows 7 or 10 64bit. Try the 16.2.1 version first, and the other one next. Before installing you need to make sure there are no older driver fragments left. Installing over a fresh install of windows would be best.
- Does crt_emudriver install cleanly with no errors?
- Do you have the watermark in the corner of your screen to show you've enabled test-signing?
- If you click to try and install the driver again when it should already be installed, can you see your video card in the list, and the "uninstall" option is the only one left?
If the three answers are yes, can you please post a screenshot of VMM so we can see what it's saying.
