Title: JVL Encore no boot one long beep repeats

Greetings!
I have a JVL Encore that was a working unit. The customer called and said that it wouldn't start Up. In my shop it starts the fan but has no video. It repeats one long beep. The I/O card does not have burned surface fuses like my other one. There are red lights on the I/O board.
I tried finding the BIOS beep codes for it and had no luck. Not really sure where to start. The battery on the I/O card is close to 3v. Is there a BIOS battery on the main board too?
Any help is greatly appreciated. Thanks!

I had a Encore that did that as well. It ended up being bad ram.
