Title: Betson Imperial 27 in ( Kortek KT-2914) screen flicker

Using Ultimarc Arcade VGA.  Haven't touched this stuff in years (the workings of it anyways - play it all the time) so don't even remember how I have it all configured :-) 

It was working fine then all of a sudden started flickering.  Tried restarting and degaussing but no help.  Tried restarting in safe mode and it's flickering even the text as windows is restarting.

What's weird is that when I open up file explorer the flickering stops.  But close it and it starts again.  Here's  a link to a video that shows that behavior:

Also noticed that even when PC is off the "connect monitor" message also flickers, so it's not anything "Windows" related.

Any ideas?

Looks like some unstable screen voltage. Either capacitor or flyback transformer related, as my first guess.
