Title: NFL Blitz 3.0/NBA Showtime: first kinda working arcade- NEED HELP!

I bought a NFL Blitz 3.0/NBA Showtime 4 player cab last week. I was told that the hard drive was the only issue. So I bought a new PCB solid compact card with the IDE adapter with the ROM U27 & U37. I got the machine to turn on today. But I have a few issues.Any help, I read a bunch of forums and I am just as lost.

#1 I have no sound
it has some errors during the boot screen.
Sound Port Status: BAD
Sound Static RAM: Unknown Error
Sound DRAM: Unknown Error
Sound Tone Status: BAD


#2 None of the player  joysticks (all four of them) work but the buttons work.

I'm going to go ahead and say this.... is dicked, and going to need to be replaced. You shouldn't be able to see....well... any of that.

also...FIRST RULE OF ELECTRONICS:

Thou shalt check voltages.

+5,-5,+12... measure on the board if possible.
