Title: Legal jamma?

I am new and wondering if I buy a jamma 60 in 1 board say off eBay and have it for personal use and not making any money off of this is that legal? I just wanna build a classic arcade cabinet with old games legally and not spend thousands of dollars on buying multiple one game boards.

Namco Reunion, Ms Pac-Man and Galaga (and Pac-Man if you know the code) all on one board...

Other than that, yeah not so much
