Hey All,
I recently acquired a used Dream Arcades cabinet. The cab is ~3 years old and has the following PC in it:
Windows XP
Athlon 64 X2 Dual Core 3,800+
80gb hard drive
2x512mb DDR2 667 memory
new system I'm considering:
AMD Athlon B24
4gb DDR 3
160 gb
Windows 10
My interests are the classic video games primarily, mostly 80's stuff but perhaps a few titles going into the early to mid 90s.
I originally wanted to upgrade the old system to Windows 10 but given the cost to do that, it's cheaper for me to buy a refurbished system. I'm looking at the following refurbished desktop that is $98:

Currently, it takes ~ 1.5 minutes for the system to boot up. I would eventually like to put an SSD in whatever new system I select.

I'd say it was a waste of money, it's barely an upgrade.
save for longer and get something actually worthwhile.

Just get an SSD and upgrade your current system with it. Best upgrade you can do for any system.
Plus you can move it to a new system when you get it.

Does it make sense to upgrade the operating system? Was never a fan of XP back in the day...seems a lot here are on Windows 7? Seems I can't get an operating system for less than a $100 anyways...
I'll be looking for SSDs now...

Not very many people are aware of it, but you can buy a cheap, decent refurb from, of all places... WALMART!!
You can order it online and have it sent to your local Walmart, or check availability for what they have in stock and get one the same day.
