Title: wireing an optical joystick......

I have never installed an optical myself and am a little in the dark about what people do to get the 5v line inside of their control panel.
Are there any special parts you need to do this , if so what will i need?
Any help would be great.

You need a multi meter.You will be wiring it for what ?
If i-pac then you can ask someone here who installed one already,they should know where the 5+ is on ipac PCB.

5+ is the red wire on most playstation pads and the blue wire is 5+ on official dreamcast pad.

You can get 5v from alot of places.

If you have an IPAC there is a 5v pin on it, read the ipac FAQ/Instructions.
You can get it form a usb port.
You can get it from an harddrive power plug.

You can also get +5 volts / ground from an Opti-Pac.

Here'a photo from my setup. I didn't need the player 2 spinner or trackball terminals for controls.

Does only the USB optipac provide power, or does the serial one, too?
