It's a cable with a sync seperator in it. This basically means it takes the composite video from the SCART plug and gets the H- and V-sync from it. The seperate H- and V-sync are then sent to the VGA compatible monitor along with the RGB signals.

It is not limited to projectors only. A multisync arcade monitor like the Hantarex Polostar can use this device directly. Most PC monitors cannot though.

The cable is very expensive though. You can easily make one yourself using this circuit: http://www.national.com/ds/LM/LM1881.pdf (http://www.national.com/ds/LM/LM1881.pdf)
