I remember reading a while ago (cant remember who) somebody liked caps so thought I would share with you my job for today....

Yes I suppose they are :p

They are PFC panels for the sub distribution panels.
415V 3 phase. (Polyphase to you guys across the pond)

big ass discharge/balancing resistors on there boy I tell yeh whut.

take the resistors off.... charge them up....take them out...put them all in series....cook a cow with it.
