Make sure your RGB video plug is connected properly.

And try adjusting your V-FREQ pot.

even though the scrolling is left to right, thats still a VSYNC issues since the monitor is rotated.
Check your RGB/G/Sync wires and like behrmr suggested, check your Vfreq/sync pots

Thanks guys,
I appreciate the help. I adjusted the Vertical hold and Horizontal frequency and played a little with the other knobs, I also checked the RBG connection and seems fine. this is where I'm right now, monitor image still scrolls a little, very little, but still scrolls. Also, the graphics look disproportioned and the image repeats, as you see on this image attached. also see this video. I'm also including a picture of the RGB connections on the chassis.

What game PCB is this? Your video shows Ms. Pac but your pictures seem to show something else. Is this a multiboard? If yes, is your multiboard in VGA mode or CGA mode? Turn you screen control down.

thats an iCade 60 in 1, in VGA mode. Check Dip 1, I believe thats the one you need to change to put it in 15 Hz mode.
