I have two seimitsu ls-32 joysticks connected to a i-pac ultimate io now the problem is without moving the joysticks they act like they are being held in one direction.
because when you load notepad to test them it just keeps puting letters non stop across the page but if you move the joystick around the problem stops.
so what could be wrong the ls-32 joysticks or the i-pac ultimate io?

You probably have it wired like a Sanwa. Black is NOT ground on a Seimitsu, orange is. See diagram below.
Hope this helps!

thanks for that. I will try swapping the ground wires with the other wires on the switch's on the joysticks and see if that helps.

Had more of a look turns out it is not the joysticks but it is 4 of the buttons that act like they are being held on. and if i take the wires of good working buttons and then put them on the iffy ones then they are fine and work great so could it be the wires or the board?

Assuming you have Happ or IL buttons with the standard microswitches: Simple fix. You have them plugged into the wrong connector. Leave grounds where they are. Switch button connector to the one that's closer to the ground.
Here's a vid I made on wiring for beginners: https://youtu.be/kSdH2w1SJN4

All buttons are wired up the same but only 4 have the problem. But if I use wire from a working switch then they work fine but then the ones I borrowed the wires from now have the problem if I use the wire from the iffy ones.

Seems like you have faulty wires. Try replacing them.

all fixed and working now. I unplugged all wires checked and plugged them back in.:)
