I've been using my cab a lot more lately, as I try to update everything after a long hiatus.
Well, today while playing, the screen went all white with these horizontal white lines that are about 1 inch apart. It makes no different whether this is connected to the PC via VGA cable or not. SEE attached picture.
To the experts out there, does this seem repairable? What could it be? Cap kit in my future?
There is an arcade repair place near me, but before I go there, I thought I'd ask here to at least have some ideas. Thanks!

could be an issue with the colour decoder ic on the neck card or missing video b+ voltage, might even be neck card not home or bad solder joints

does a picture actually appear on the screen? (even if it's covered by the white lines?)
you possibly have your brightness and/or screen control turned too high.
if not, you have a missing voltage somewhere (either 5 or 12 volts) and the dead section is causing the B+ to go high. I wouldn't run it too long like this, it's hard on the vertical and horizontal IC's. just a few seconds to run tests and whatnot.
