Hey!
I have a silver paint blotch on my lcd monitor screen that I would like to remove, without harming it... What would you recommend?

I feel like maybe a little dab of goo gone might be your best bet - I used it to clean up a little bit of spraypaint overspray with my car (was painting over a scratch and a few drops went on some trim.) It worked well there, didn't scratch or harm the trim under it but lifted the drops. I would double check that it's gonna be safe for the monitor glass though - I've used that stuff on windows but only ever used a little water on monitors as they usually have a protective coating to worry about.

spray paint is full of solvents, the antiglare coating on the panel is likely already damaged. the AG on some panels is a film which can be removed entirely, but it's not an easy operation. there's a contingent of PC modders who hate the haze AG film has, so there's lots of guides out there on doing it.
