I saw this guy on Reddit asking for help identifying his encoder.

Can't find It anywhere. The closest I came up with is the TOKN KB16 Keyboard Encoder.

The kb16 was more rinky dink that this encoder. No jumpers and everything is labeled.

It's an older-style Ultimarc Mini-Pac.
I'm not on Reddit and would appreciate it if someone could relay/repost this info there. ;D
