When it comes to spinners for a mame cab. Would a Incremental Rotary Encoder 600 p/r 6mm Shaft 5-24v interface with a PC? Here is a longer description.
Output :AB 2phase output rectangular orthogonal pulse circuit, the output for the NPN open collector output type
Maximum mechanical speed: 6000 R / min
response frequency: 0-20KHz
They sell these on Ebay for $15, so it would save money over others I have seen.

You could certainly give it a shot! I'm not sure anyone will be able to say for sure that that exact setup will work. Based on what I know, it specs out to something that should be workable.
The main question is will the time spent getting it to work outweigh the cost difference? For me it wouldn't, but I do know a lot of people like to hack and tinker! :)

The word incremental raises a red flag flag. Does it stop at every certain increment? If it does, you're not going to have a very smooth spinner.
