I am using the traditional 6.5 driver on winxp 64bit.
As the catalyst control center is not installed, I was wondering how to hard-enable vsync always on in the driver.
Its true that a lot of emulators have the vsync option but there are many that do not
epsxe does not have a vsync option in petes opengl or direct3d plugins. As a result the picture is otherwise good except it is choppy without vsync.
Is there a registry key(s) that can be changed to enable vsync always on for opengl/direct3d, or some other way to acheive this?.

maybe you could try the software called 'ati tray tools'
i am a little out of touch with it though as i used it many years ago

Try installing CCC and doing it from there:
