Title: Merging Phoenix Sets?

So I have another Dynamo style cab, and I was going to try and resurrect my dead Super Puzzle Fighter 2 board.

I was going to try and use the Phoenix rom set since the board suicided. When I download the rom set and the phoenix stuff, the phoenix part is only like 450k. What program do I need to merge the sets/XOR tables?
