Title: XBox 360 PC adapter sync problems

I am having problems keeping my XBox controllers synced after the computer powers off.  I have the Microsoft branded USB adapter, 2 Microsoft brand XBox 360 controllers, and the latest driver.  I am running Win7 SP1.

When I plug the USB adpater in, everything runs fine.  If I turn off the controllers and turn them back on, they sync up right away.  The problem occurs when I power down  the computer and reboot.  Controller doesn't sync, even if I try to resync it manually.  The only thing that works is unplugging the adapter from the USB port and reinserting. I don't even have to re-sync, it recognizes the controller as soon as I plug it in.

I've tried both front and rear, 3.0 and 2.0 USB ports.
I've tried re-installing drivers.

This computer is going into an arcade cabinet, so I want it to work without having to access the computer. Has anyone else had this issue? Any fixes?

Intel i5 6600 Quad core
Gigabyte Z170N Gaming 5 Mobo
32gb DDR4 RAM
NVIDIA GeForce GTX 960

I played around with it a bit more and it if I disable then re-enable the adapter through device manager, It connects.  If there are no real fixes for the issue, does anyone know how I could automate this process on startup?
