Title: PCI-E Card - Getting Blue Screen Error when installing disk drivers

Any suggestions..

I've reseated this new video card 3 different times and when I try to install/reinstall the drivers from the disk provided I get a blue screen error about the card/hardware issue and then it reboots.  I'm unable to install these drivers.  Then Windows 7 is telling me it has installed video drivers but then I get a 'Unable to Create a  Direct3d Device' error when trying to use MAMEUI64. 

I've attempted to uninstall and reinstall but nothing is working.  Suggestions?  Bad card?

Windows 7 64 bit
4GB RAM
DirectX 11
DELL OPTIPLEX 780 desktop

Using: MAMEUI64 (v0.169.0.0)
