I'm still buggering around with my K7191 but was curious if I can apply power to it without it being hooked to the tube. I realize it won't work but at least I could check voltages at points and track down why this god-forsaken fuse keeps popping? As it is, the cables running from the neckboard to the mainboard are so short that i can't back the chassis away from the frame by more than an inch or two and I am worried I'll poke the wrong spot with a meter.

If you can set the circuit board on a clean, dry, insulated surface you can 'sort of' operate the monitor chassis. Some monitors (Hantarex in particular) will not operate without the yoke connected to the board.
CRITICAL SAFETY WARNING: If the board powers up you could have a live 20,000 volt high voltage lead flopping around which could KILL you! :o
If possible and wire harness length allows, keep the HV lead connected to the tube for safety, but you can leave the neckboard off. No need to hook up the degausser coil for your board testing. You could try operating without the yoke connected on this chassis.
