Title: How much for a non-working TMNT PCB?

There's one on eBay right now from "choochooarcades" that I'm thinking of making an offer for but not sure what to offer. Apparently it has a "graphics issue", not sure what I'd be looking at to repair it. Any input is greatly appreciated!

Just ordered from them, paid not shipped yet, will let you know if I have any issues.

Board repair is something I find intriguing, assuming you can find parts, but I'd not offer any more than you're comfortable flushing in case.  One just sold for 139 on ebay
