How installs in a cut out area on the bottom back of the cab? Or is this just done using general wheel hardware and custom mounting methods?

Some cabs have them. I know that Universal cabinets have them and I like them when moving on carpet; not so much on a hard surface though. It makes it a lot easier to back them into their final position.

As an alternative you can build a small frame of 2x3s for the underside of the cabinet and put rear wheels (available from places like Home Depot) in so they just come below the frame a bit and then put leg levelers on the front and you can still tip and move when needed.
The thing I like about the frame is it raises the cab a little so it's more comfy on the back when playing
